12 square city block gentrifications of a moribund downtown. The project was initiated and conceived by the Chairman of the Board of AMC Entertainment, Mr. Stan Durwood. Pre-development activities, including a single ballot city-wide public vote. Financing included TIF binds, Historic Tax Credits, and State assistance.
